College of Engineering Unit:
The geospatial analysis for disaster evacuation planning project seeks to provide decision-making support to emergency managers in coastal Oregon cities that are vulnerable to tsunamis and earthquakes. This project will determine the effects of these disasters on infrastructure systems and the consequential effect on recovery. Emergency managers will be able to use the provided tool to determine how to optimally allocate limited resources to best handle operations after a disaster event.
Utilizing a Geographic Information System (GIS) application like ArcGI will allow the achievement of these project outcomes. Our team will work on employing ArcGIS and its Simulation toolset to simulate disaster scenarios for coastal Oregon communities. Then, based on disaster magnitude, our tool will find a fragility curve in the database to determine the extent to which the buildings within the community will be damaged. An optimal route must also be determined based on damaged transportation assets for rescue and recovery personnel to access disaster areas. Areas for repair will then be prioritized based on severity of damage and importance of network nodes for recovery.
